Addressing this challenge requires a move beyond security-centric responses. Drone strikes and arrests may disrupt immediate threats, but they do not fix the broken social contract. Long-term prevention requires development strategies that focus on inclusive economic growth, the reduction of corruption, the reform of education systems to match labor market needs, and the restoration of state legitimacy through effective service delivery. Until the vacuum of dignity and opportunity is filled by the state, it will continue to be filled by those who wish to destroy it.
